I want to make a plugin against scripting (in ESF) and i have few questions

1. how can i detect a CFG file that a guy loaded into the game?
2. how can i prevent players from using the "alias" command?
3. how can i detect a command that activated 2 other commands? (ingame, like WW swoop script in ESF)
