What Happened:
after updating srcds to graffiti update, server would not connect to steam servers.
tried reinstalling, but it didn't help.
System Specs:
OS: Windows 10 Profesional Edition 64 bit
RAM: 8Gigs single channel
Motherboard: ASUS a88xm-a
Graphics Card:Gigabyte Radeon R9 380
CPU: AMD A10 6800k
Lan:Wired Unlimited
Plugins:
Sourcemod
Metamod:Source
BuyC4
ERROR MESSAGE:
"Could not establish connection to Steam servers."
adding Server.cfg and run.bat below. run.bat.txt is for making it an allowed attachment. just remove .txt from the end.
Edit 1: new problem: RejectConnection: 192.168.1.133:27005 - Server only accepting connections from game lobby 192.168.1.133:27005 83347720

Have you tried updating to the latest version? Anecdotally I have seen that error before when people disconnect using the console during the loading screens. It usually requires a restart.
