Is there such possibility that a plugin prohibits a player getting muted? Not muted via !mute or any sourcemod function but rather muting the voice a player through the scoreboard (the standard) ---is there a possibility to prevent/restrict a certain player from getting muted through the scoreboard/in general?

No, as I believe that is client side, not server side. Similarly, they can also change CVars to turn off all communication, and that is client side.
