How can I compile a metamod plugin?

Hello! I need help! I want to compile a metamod plugin (.dll/.so).
I use Win7 OS. With what program can I compile and how ?
(the internet tutorials are old and not working)

Did you care to search on this forum? Such question is extremely redundant, and has been already answered many times in many thread. Before posting, you should always search. Also you don't provide information about what you tried. At the end, you are asking a full tutorial for beginner, which doesn't exist, though you can find information on the wiki or on this forum. And finally depending project, this may require to be compiled in some specific way or need some third party libraries ; you should basically provide what you're trying to compile.
