Problem was on this line , 235.

235: new Handle:cpRecipients = CreateArray(1,1);

Was changed changed to

335: new Handle:cpRecipients = CreateArray();

I included an updated version as well for anyone that wants it, I updated the client array error to let you know if you need to update your SCP, and I tacked on...

sm_ignore_v [client] for voice
sm_ignore_c [client] for chat

I tried your version. Only people with any flags could use it. Ex:

-Regular players cannot target anyone
-Donors can target anyone except root
-Admins can target anyone except root
-root can target everyone

Message when you cannot target:

[SM] Cannot target this player.

For the commands I put in specifically? I just tested it and it works fine here. Only people that cannot be targeted are admins.

Yep, for the commands you put in specifically. Regular players cannot target anyone.

In Neotokyo, the plugin works fine for the voice chat, but it doesn't ignore text chat at all.

Worse, we have the same "[SM] Cannot target this player." issue when non-admins try to target anyone.
So, it's basically useless now...

Chdata's fork of the plugin is TF2 only, sadly. :(
