[CS:GO] Happy Hour

Hello,
i need a kinda simple plugin:
once a day (from 8 am - 10 pm) there would be a happy hour (or some time set by cvar). In this time, everyone on the server has got a vip. It should be random, i think so..
I like to reset my server sometimes so the plugin should keep the info whether there was an hour today or not.

Can anyone help me, please?
