Is your rf_scr_host cvar and rf_scr_port cvar set to the same ip and port as the bots config?

the Calladmin shit works fine, only the chat relay makes me problems

Oh alright, thought you were using RumbleFrogs (which I'm not sure why you don't want to use, it does the same thing this does only better). Anyway socket error 3 is a connection error which means there's something wrong with your setup but can't tell what from just cfg files.
