I cannot guarantee that. But if you want to run it on Linux you can simply install steam on Linux also. CS1.6 is 100% running on Linux.
Ubuntu hast STEAM in it's repository, just run

sudo apt-get install steam

in a terminal and it will be installed. When finished just do

steam

again the the terminal and it starts.

Use steamcmd to install the server as "stand alone" and start cs1.6 through steam

Or should i go to the main page of SteamCMD and from there like install steamcmd first then install the server etc...

1. If you are using router than visit settings page of your router and open PORTS
2. Try connecting with both internal & external IP

There is absolutely no need to open ports if the server and client is in the same network and especially not if on the same computer.....
