sv_allowdownload a sv_allowuploadonly relate to the server itself. It has nothing to do with fast download unless fast download fails for some reason.

If you have an old Dropbox account, you can enable public folder. If your account is new, you have to buy Pro ($9.99/mo). And Dropbox doesnt't work as a fastdl server anymore without workaround (because you can't share folders with direct linking. Only individual files).

I'm currently using it with a workaround. I have Xampp running on my dedicated server computer (i run sourcebans with Xampp). I also "host" fastdl server on it. I have there dummy files with correct names. And then i use .htaccess file to redirect each file to a file on my public dropbox folder. Redirecting goes like this (same goes with nav and txt files as well as all other files):

redirect 302 "/gamename/maps/mapname.bsp.bz2" "http://dropbox_url_here/gamename/maps/mapname.bsp.bz2"

This method doesn't stress your connection as people are redirected to Dropbox.
