since this year, I can hardly download sourcemod and metamod, every version. the download speed keep decreasing, finally it be failed to download, any idea?

i testet to download sourcemod 1.11 and got it in less than a second so the download itself works fine. seems like your pc has problems with it. maybe try to use another browser, deactivate browser extensions and/or change your DNS. Also a router restart could maybe help.

I'm getting speeds in the area of 80 - 300 megabit, and completing the downloads anywhere 1 - 6.5 seconds, depending on the location performing the download and it's Internet speed.

So I doubt it would be something to blame AlliedModders for.

There are a lot of places where things can go wrong, ... so I suggest you to provide at least these data, to allow for further digging:

1. Where exactly are you attempting to download from?
   Please provide at least country, and state/region.
2. What is the AS number of the Internet Service Provider (ISP) you're seeing these issues on?
   Your ISP's AS number can be found on various sites, such as e.g. bgp.tools and/or bgp.he.net
