you can just set mp_teams_unbalance_limit 1 so the team will be as equal as posible
te only way to have always the the same ammount of team members on each team is t lock someone on spectator if there are a odd number of players

i want to limit player to 12 v 12 or 13 v13.. on cache limit is 16 v 16..is laggy
on dust2 is 12 v 13
