it runs fine on sourcemod 1.10, what problem are you experiencing?

It just keeps restarting and restarting, I'm not sure how to pinpoint the problem exactly if you have any advice to how I can better find out where the problem is, please let me know. I've checked the logs but there's nothing there, here is how it looks like when I start the server https://pastebin.com/7LQkWM2E

Send the server error log, but easy to identify the error if you have something in it, it is located in the csgo/addons/sourcemod/logs folder.

not sure what the problem is, but im assuming you also updated metamod to 1.11 dev version.

try to back up and then delete csgo/addons/metamod_x64.vdf file and restart the server. if it doesnt change anything, put that file back where it was. i dont have any idea what the cause is from what you gave us
