huh u r saying who doesnt even knows the command sv_allowupload 0 and that command doesnt works most of the time ... and if it works it disables for all people
and this plugin also fixes the lamda spray like with many plugins u r not able to use your custom spray . if u dont know anything dont comment

Not true his code allows you to choose who can use custom sprays and who cant.. your cvar doesn't let any one use sprays unless they join the server before its set to 0
