The owner of the server has not given me access to Rcon, only the ftp. Also the fresh install of metamod didn't work, I'm not sure what the problem is

If you have access to server files, you can execute rcon commands. The rcon password should reside in server.cfg

You already have access to rcon, whether you figure out how to use it is up to you.

Explain how you installed metamod, give us more information... “didn’t work” isn’t enough and no one is going to be able to help you. Try showing us what your addons directory looks like

This way, you will always be able to access RCON:

sm_rcon <command>

SourceMod gives you RCON Access. If you have Root-Flag, you can easily use RCON. Anyway, if you have such a restricted access, you should think about getting a better hoster tho. Only FTP access is kinda less.
