CS:GO if player hitted with decoy, player will freez 5 seconds

Hey, as the title says, need plugins where player will freez for 5 seconds by hit from decoy, after 5 seconds he can move normaly. thanks

Took some time to make it for ya. I added a chat msg for when they are hit (to all) and when it ends (to victim) so that people know what is going on.
