Now only admins with h flag can add quotes but you can easilly change this in the plugin so anyone can use it.

Change:
register_concmd("amx_addquote","addQuote", ADMIN_CFG,"^"<quote> <#> <quoted nick> (optional)^"")

to

register_concmd("amx_addquote","addQuote", ADMIN_ALL,"^"<quote> <#> <quoted nick> (optional)^"")

And I think anyone can add a quote.
