Maybe this is a stupid question but I really wanna know this!
Can anyone(scripters)tell me where they start learning scripting,I mean the steps they follow to become a good scripter!

It doesn't really matter. The point is that you just need to search for the information you want. If you find a tutorial that interests you, then learn from it. If you find a plugin that does something similar to what you want then learn from it. etc.

Not from start to finish, just for bits and pieces that I was looking for. Then again, I like to play around and test new things, so I learn how things work without needing tutorials

I have been coding since 2004 (not just Pawn) and I am still learning new things

Yes,the tutorials says that u should have a good understand of how Pawn works,"until now" I think its easy!
Well,I think that I will release my first plugins after 3-4 months of reading and testing!

Guys who can't find by themselves how to learn and where to find information usually don't become good scripters.
