Would anyone be able to add music to the "Rock The Vote" plugin?

Hello there, I'm incredibly new to modding in SourceMod. I have seen servers use the Rock The Vote plugin, and they changed it so it could play sound files at the start and end of votes. Would anyone help me do this for my own server? I would appreciate it a lot, and maybe I'l pay you some ref for you troubles.

[Edit] One more thing, if someone is to make a plugin for this, would it be possible to change which songs play for specific maps? As in: Map vote on ctf_2fort plays a different sound than ctf_turbine.

Plus, if there is a successful map vote, could there be a timer to delay the map change until the song is finished playing?

If anyone can do all this, I would definitely make it worth their time.
