i have a problem with geoip my doesn't work
and it's running and it doesn't give any error but it's not working

I think i have same problem... Its suposed to say what country your from right? Like im from norway, then my nick should be changed to "XunTric [NO]" when i joined a server with geoip. But that doesnt work on my server. Or does geoip do something else?

The geoip module itself only tells plugins which country you are from (in case you don't have a LAN ip

). You'd need a plugin that does what you described to do what you described. Umm, ehm, yeah.

no someone creaded a plugin with welcome message and it should say
from what country you are but it doens't
