i'm guessing, due to the very descriptive summary of this topic that you want to be able to put different skins on guns that could originally buy in the store. In which there has already been a lot of talk about this. Most of which you could find if you just search for a bit. to sum it all up though for ya, you cant (yet) because you need a cs:go version of tf2items.

You could put different skins on other players, but that would require that ONE player has the skin and is on the server atm. If he leaves, skin does it aswell.

I see... Is anyone working on such a thing?

What if you created your own texture files?

you would have to get valve to implement that into the engine, as theres no way for a plugin to be able to get in that much deph.

Btw:
Just want to say that last time when I got havy lags client side (due to long time opened csgo), then a player switched his knife with skin to awp and the awp got the knife skin. Its just a pattern... so Im sure in some month we can do that and much more server side.

It is possible, but with some dirty hacks. I've been working on a plugin which does this for some time now. It works, but is restricted

Posted this elsewhere some time ago, not the latest version but it still is proof of concept: https://www.youtube.com/watch?v=KoLW6-iQqdk

The view model becomes server-sided but seems to be alright, may look worse than it is because of the sounds being messed up (is now fixed)

In cs:go you can hook straight to the predict view model entity, thats what i do to attach sprites to the screen.

From what I know the only entity in CS:GO that has the required render group for a view model is the view model entity itself, which can't be attached like a regular entity would. Or have I missed something?
