Whats the best cpu priority for HLDS Process ?
shall i use Realtime or High ?
and how can i make the server use the cpu more than usual ?

You shouldn't use Realtime for anything unless required, High is plenty

If you wanna destroy your PC, download MMTIMER I attached, then put the mmtimer folder in cstrike/addons and then go to cstrike/addons/metamod and open plugins.ini, then if your Operating System is Windows, write in Plugins.ini:-

Now, are you tired of your PC and you wanna destroy it? Well, the best way is write in Server.cfg:-

sys_ticrate "99999" 


And your CPU will be fucked up (When you write stats in your server cmd, you will see your cpu usage:- 99.99 or around 95)
But REMEMBER: IF YOU DO THIS, DONT THINK THAT THERE IS NO LAG EVER IN YOUR SERVER!!! It will be too much lag cuz every player, takes some percent of your CPU as well, and when your usage is around 95, there is too much lag. But if you wanna have a good FPS and no lag at all, instead of this

sys_ticrate "99999" 


Write this:-

sys_ticrate "4000" 


(So remember that mm_insane "2" takes around 95 percent of your CPU but mm_insane "1" takes around 33 percent of your CPU)

So how you wanna increase your CPU Usage for having more FPS, less Lag?
EDIT: But if you wan't no lag, install mmtimer and write these in server.cfg:-

This is the maximum FPS possible without using any percent of CPU (Maybe only around 0.10 or 0.0)

run the server with +developer 1 +fps_max 1000 -sys_tickrate 1000

If your server is running other things (database, web server, etc), increasing priority will raise performance on the process itself. This is only really helpful if you get fps drops with normal priority and because other processes uses too much cpu.
