I have a plugin that gives top15 players multijump but I have a problem. How can i do if a top15 member changes his name to other name and then back to his own top15 name that he get ADMIN_CHAT access back ?

Yes, but my server ranking is for nick not steam id that's why ^^

SteamID is much more reliable and should be used.
Otherwise you'll have situations like these.
