I had same problem with AMX
Metamod is running but amx isnt

post your plugins.ini from addons/metamod/ folder

your modules.ini from addons/amxx/ folder

and what metamod says what modules are loaded
(meta list in console)

do you use metamodX3?

ok ive done this before. it let me load my server but amxx mod didnt run. thats when i made this post. ill recycle it again and c what happens.

Check your metamod's "plugins.ini", if you manually created it then make sure it doesn't have extension "txt" in the end. My advice: copy the amxx's "plugins.ini" to your "metamod" folder, clear everything in it and write what should be, i.e.

win32 addons\amxx\dlls\amxx_mm.dll
