if it returns "2" then you need to edit the amxx.cfg and make sure its set to 1 and also make sure the config files is getting executed.

Dedicated or listen? If you are using a listen server then you might have forgot to type sv_lan 0 in console.

Since your behind a router I assume your on cable or DSL. You wont be able to host anything more then a 6(possibly person server comfortably.

And since you obviously didnt know that a router may affect how you are connected to the internet I highly suggest you forget hosting a server. Yes it is possible. But you need to learn how to use google and the search feature.
