Upgrade 20Lvls to 50Lvls?

Hi All! Right now I have just the basic 20lvls. How can I set to get 50lvls. So far I have set the shconfig under
//Max number of powers players can pick from, this is also limited by the number of levels you have.
sh_maxpowers 50. But when I get in the game it only said 20??? Can yal Pro help me on this one. Please make it ezy dnt give me a spin around. Copy and paste would be fine. Thank You All.
