hi guys ..i want enable and disable plugins.. (not load and unload)

this plugin: ([Any] Plugin Enable/Disable) work without map config...but when i use map config..its don't work

when i put plugins enable/disable <filename> in server.cfg..its work..but when i use map config prefix..for example (i put enable/disable <filename> in de_ or cs_ ..its don't work

someone can help me? this is very important for me
