Hello, I'm in need of a plugin that performs a random drawing.

The idea is that I enter in a command, like "sm_drawing".
The plugin randomly chooses a player from the list of players available in the server (meaning, whoever is on the server)
After choosing a person, the plugin would announce who the chosen player is from the random drawing in the chatbox.
The chosen player gets achievment particle effects performed on them [TF2 or what have you].
There would be an option for a sound to be played, possibly the achivement sound [TF2] played to everyone.

I'm going to be using this to hand out rewards, items, punishments, russian roulette type situations, what have you.
