What intresting?
Pluign can't find database config -> Plugin can't load -> Plugin don't call function that crash server -> Server not crashing.
Use sm plugins list to see that plugin didn't load.
Better if you send accelerator log of crash.

Disabling simple weapon restrict worked for me. Make sure to disable the plugins that could interfere with the new changes.

storage-local, is the database file (sqlite) that is for any plugins to use if needed. sourcemod does not use it by default, and if you don't have any plugins that use this database, then nothing will get affected if you delete it.
