reverify the server with steamcmd using app_update 90 validate also you need to have in the start line the folowing -game cstrike

I already did it several times. I also deleted all *.wad files and redownload them with steamcmd using app_update 90 validate.
Start command :

-game cstrike -port 27015 +ip 176.99.135.30 -maxplayers 32 +sys_ticrate 1000 +map de_dust2_2x2 -pingboost 3 -timeout 30 +sv_lan 0 -secure -master +exec server.cfg -condebug

go to your server cstrike directory in FTP , search there about Cs_dust.wad , if you found it go to your cs cstrike folder search there about it , if you didn't find it copy it from the server files to your cs cstrike folder , that must solve it , and the opposite if you didn't find it in the server files. and if you didn't find it in both places go to https://maps.cs-bg.info/wad/58/cs_dust.wad and install it to your game files and server files.
this is the only solution i have. hope it helps
