is there any system
which will allow players to message admin
by press @<adminname> <message titile> <message>
so when admin connects a hud message will come for 5 seconds
and if admins wants to check the message he will type in console amx_inbox
it will display last 5 messages
1. <player name> <message titile>
2. <player name> <message title>
3. <player name> <message title>
4. <player name> <message title>
5. <player name> <message title>
if admin press 1,2 or any other number the message will come in a motd

it's not that hard, and it can be done without sql, that's what logs are for

This would require a register system (so names are associated by SteamID) or a modified users.ini so you can give a name for SteamIDs when you add the admins.
This is necessary so you can type a name with the admin not online and it would know when the correct admin would join (by SteamID).

A webserver is not needed since the HTML can be generated in the plugin.
