How can a new server which tries to abide by the Valve guidelines (http://blog.counter-strike.net/index...ver_guidelines) compete when nearly every other server are running such mods, despite Valve telling them to stop offering these to players? I've had people joining and disconnecting after typing !ws or !knife

Typing !knife into CSGO server names on Gametracker listed around 800 servers

I've also seen an increase of servers allowing Non-steam players on.

What is the incentive of a server offering an experience without those mods. Knowing most players who love the mods don't even realise that Valve told server owners to stop using those. I'm certain most of those servers are not offering truely "custom" knives and weaponskins.

Why are Valve not taking action?

Valve do take action. A few people decided to flip Valve the bird when they decided in the favour of profit over properly patching the use market items illegally.

Every Monday/Wednesday/Friday Valve bans these servers. These servers however: are part of networks that evade the bans by issuing new GSLT tokens on each ban.

Yeah Valve do ban the servers but they make no effort when those servers auto generate their tokens. I think that network is quite big. Its a never ending cycle

Value get a new game purchase on each banwave. They* appear happy taking money from people who run GSLT syndicates.

It is surprising how easy valve made it to change tokens programatically.
