I don't understand what was vague with the description given? It clearly says that you should put the files on your webserver. Where it is located, if it is in a folder that calls itself "hey", doesn't matter.

As for the login to phpMyAdmin, I advise you to consult your web hosting provider, or if you're hosting it yourself, search on Google for "installing phpMyadmin" and you'll find numerous guides.

theres no mention of CHMOD on wampserver so how can I do that?

To install sourcebans on windows with apache.
1) Upload the contents of /web_upload to where your site is located(that you can ftp into).
2) In installer of sb, give it the mysql logins to the mysql database.
3) No need to chmod anything with windows.

dan@bwmsourcebansdomain is what I put during installing wampserver but it doesn't seem to exsist?

I tried dan@bwmsourcebansdomain/www/install but that came out as please check the spelling

You can say that, but actually, it's:
phpMyAdmin has no logins, it just uses the logins for mysql server your logging into(like if you used say like: "mysql -h <serverip here> -u <username here> -p" also note I'm not sure if -h is for host.)
