The (custom) hero that spawns a turret is 99% surely based off a plugin by JGHG.

A lot of heroes are just based on separate, cool plugins that random people made.

The difference between Sh1.18 and Sh1.2.0.14 is not that enormous.
Jelle tutorial is enough, for you, guys.

sh1.2.0.14 is just a small part of the code, most of advenced-intermediate heroes are directly linked to amxx coding.

And trust me, there is many tutorial about amxx coding.

The reason why you need a tutorial is because you can't do it. You need to read the tutorial I have made, not just copy paste it, or even write the plugin without reading the comments. If you want to learn, you need to read the whole thing.

If you read the whole thing you will realize how easy it actually is to make these basic things.

Making a laser? register a keydown, make the right checks, execute a forward which will shoot a laser. The forward shooting a laser can be found in many other heroes/plugins.
