Download VIP.amxx
Put VIP.amxx into
cstrike/addons/amxmodx/plugins
Then move to the
cstrike/addons/amxmodx/configs/plugins.ini
And add a line there
VIP.amxx

Next, Move to the
Cstrike/addons/amxmodx/configs/user.ini

And Now whom ever you want to give VIP
Put his steam id, setinfo etc with flags btu there.

Example:
"STEAM_0:1:1234567" "mysetinfo" "btu" "ac" ; aTom

With this STEAM_0:1:1234567 got VIP.
