does that players that join my server get to download and use my model in game?

I'm not sure you can. You might be able to put them in another folder in the cstrike folder, but I don't think you can install them outside the cstrike folder.

Test it an see, then post back and tell us if it worked.

and then I'm putting out a cs cstrike folder example "cstrike_tia" liblist.gam fallback_dir "cstrike_tia" plus the plugin does not think when I put models such cstrike \ models \ it works

This plugin is very good more just can not find the same models outside the cstrike folder with the command fallback_dir "cstrike_tia" file liblist.gam
