Up until today, I've been successfully using PTBx (the binaries from the Fixed Binaries thread) along with an eventscript to force everyone to use cl_restrict_server_commands 0. Today it stopped working. The plugin doesn't even seem to load. The ptb command doesn't even work from rcon as it did.

If anyone else is up to hex editing the binaries (or offering another solution), that would be excellent.
