Can players get chat tags with particular levels automatically? (Not same as Chatcolor feature)

For example,
A player is level 1, he'll get [level 1] chat tag automatically.
[level 1] IM A PLAYER: HELLO!

If the player upgrades to level 2, he'll get [level 2] chat tag automatically.
[level 2] IM A PLAYER: OMG im upgraded to level 2!

All works are automated and players cant change their tags.

Question: I'm looking at setting up Stamm on my TF2 server, and was wondering: Does Stamm allow the admin to create a monthly subscription plan, not just these little micro-transactions? If so, how?

Any help or advice would be greatly appreciated!

How can i reduce/set the amount of Points a player get for a kill?

atm a player get 12 Points for a Kill and 16 Points for a kill with HS.

This is not Stamm. I think you have installed HLstatsX or gameME.
