If you have sm_group_enable_adverts set to 1, and the user's status (which can be toggled between ON and OFF via !sgc command) is ON, then the user should receive a chat message like:

[SM] You received 123 credits for being member in our steam group!

It does however seem like the per-client status (via !sgc command) defaults to OFF, which might be the opposite of what you expect, and which could be reason if you're not seeing these messages.
