Yes, as long you've knowledge about C++, but If you're going to port the resources (models, sounds, etc) instead of make your own, I guess you can't release It as a paid game, would have to be free.

I was thinking release it free also as i know you can't sell mods but the real problem would be servers, since you won't get paid for anything.

Several Half-Life mods have been released on Steam.

Please keep in mind that pretty much you need to recode the entire game from scratch since there's no official source code for CS1.6.

You'd probably also have to create all your own graphics since the graphics that come with Half-Life games that are owned by Valve likely fall under their copyright (to be fully legal).

easy enough to use some of the hundreds of reskins already out there, I'm sure someone would sell you a license for their work for cheap
