Nope, upgrading from 1.2.0 and up to any version will work fine.

I have checked up, in console when I someone a ban - always written that was banned name the player with user id 1

I have started a server on the Internet (not into lan) Have join on it (FROM licence!!!) , ban myself - the problem all the same remained.

Nail put the sv_lan 0 and try again ... there is no reason the server to show lan_id if sv_lan is 0.If you use cracked server forget this plugin to work with your server

Your logs obviously show that your server is running in LAN mode, since all players have STEAM_ID_LAN as steam id. So do what CS:S* said.
