I wonder why it searches for smrcon.ext? There are only smrcon.2.[MOD_NAME].dll in extenstions folder.

That's just the stock error message. The extension system looks for w.z and w.x.y.z, where w is that name, x is the metamod version (1 for the old api, 2 for the newer one), y is the engine shortname, and z is the platform module extension (dll on windows, etc.)

And no, of course it won't work on CS:GO. There only exist files specifically for other engines. There's nothing for it to load.

I'll port it sometime after SM 1.4.3 is done.

Yes, for CS:S, TF2, and anything else on that engine. I'll get to it later-ish.

Edit: I take that back. When running my sigchecking script, I had forgotten that I never actually committed the last gamedata change from this thread to my repository. It should all be fine as-is.
