I have all talk off but all chat mode still remains on. is there a way to fix this?

The CVar you need to modify is:

sm_adv_admin_vision 0..15 - Enable admin vision (for: 1 - admins, 2 - fake clients, 4 - all, when sv_alltalk 1, 8 - all)

This plugin still works fine on my CSS servers too but I think there was an update some time ago that broke some of the commands and someone posted a new gamedata file to make it work again so you may want to check that out xaider.

edit my server.cfg with this command and nothing i changed it to 0 and still all can see
