Yesterday, I spent my WHOLE day trying to get something to work. I was trying to make CSDM only turn on on aim and fy maps, and off on de, cs, and awp maps, but it wont work. I don't know if I'm making the error, or if the error is in the coding, but csdm never turns off. Like, I will disable it, but everyone will keep respawning, so I think its an error in the code.

Please help me if you know what I'm doing wrong (if I'm doing something wrong).

That is about the opposite situation. In most cases You want to have CSDM disabled and enabled only at certain (aim_, fy_) maps.
So in Your case You need to have in Your csdm.cfg the line
enabled = 0
then in per map config files You need to have the line:
csdm_enable
