I have 1 major question. What happens to all those plugins which try to get game name and use configs accordingly? Does this affect them?

SM plugins that detect game by description should be fine if they are doing it right.

The GetGameDescription native has an optional bool parameter that can be set to true to get the original description that the game had when the server first started.

So if plugins are not done right, it messes them up?
Is there a way to make this plugin load the last from plugins folder on server?

Correct. I can't be asked to account for buggy plugins, but the fix for them is quite simple, either adding or changing a parameter on the function.

There is no simple way to change plugin load order.

Well yes but I have over 70 plugins and browsing them all for that would be harder than change little bit on this single one. So have you got an idea what is that not simple way to change the order? I just found out even some of metamod plugins I use sux hard deciding which game is this.

You could put this one in the disabled dir and then make a plugin that does ServerCommand("sm load disabled/whatever-i-named-this-plugin-i-forget.smx"); in the OnAllPluginsLoaded callback. Note that that's extremely hacky, and for the record, I'm not recommending it.

Can someone help me. Do I just get source file and upload it to my sourcemod/scripting and config it. Or do i just download both? Or do I download the precompile one smx and use sourcemod.net compiler?

Then do I just restart the server? Or Do I need to do something about SDKHooks
