If you type a message with only "%", there is no message and only your name shows.
This plugin fixes that bug my not allowing that message to show.

will it show the % sign?

% char is like space, if you write

hello%guys

server print

hello guys

If you enter only space to message, nothing happen. If you enter only precent char, server print empty message. This will fix this.

This plugin suitable only for old HLDS/CS versions.
If you use latest HLDS (and CS) — you don't need this plugin.
