Default hl and cs command is 'cheer' and not '+cheer', also it works fine on HLTVs
I've already made the sound plugin a while ago, feel free to use my code

(sound path is : ambience/goal_1 )

I think your code would be more readable if you replaced 124 with TE_PLAYERATTACHMENT and 125 with TE_KILLPLAYERATTACHMENTS ;)

Now when you use 'Cheer' plugin wil emit a special sound "woohoo2.wav"

Fixed:
Changed script to more readable.
Fixed that player can cheer when dead.

I think you need to attach the sound file.

I have tested it and there is no sound.

Are you supposed to hear your own cheer because I can't? I haven't tested it with anybody else though. I have added the sound into my sound/misc folder and restarted the map. I still only get the sprite above me head.
