I have a dedicated server with 128 tics. And often it happens small lags when players kill other players. On the server I have plugin that modify players damage and players' dead event.

My rate configuration

sv_minrate "0"
sv_mincmdrate "128"
sv_minupdaterate "128"
And why this cvars not allowed in GO?

Maybe you should delete some functions. Too many functions can make your server lag.

In dead event I check 3 args, attacker, victim, and is headshot.
Then make some calculations with attackers' health and armor. Give to him some bonus. And sell to client some chat massage about those.

I have been read some information about servers' ticrate yesterday. Where developers tell that dead and damage events are critical for src engine.

I suggest you to:
1.set your server to 64 tick;
2.disable some functions.

The OP should be checking net_graph to identify if the lag is server variance or network choke/loss.

Choke/loss == rate settings if the NIC has capacity
sv/var == cpu power related

On a side note. I doubt the OPs code is causing lag unless he has some crazy loops in his hooks.

don't keep min rate less than 100,000. Csgo alredy eat a lot resource and setting rate low not help.
