Bots not spawning

I have several servers that use static bots which now no longer spawn. These aren't the bots that fight back, just static ones.

Here's the important details:

Sourcemod is v1.8.0.5982
MetaMod is v1.10.7-devV
This is the relevant section in the server.cfg:

As I have had this problem before, I checked the tf_allow_server_hibernation was still set to "0" (it is) and I have checked the command and error logs for any plugins that might be kicking the bots as soon as they spawn in. The problem is there isn't anything kicking them as it appears they aren't being spawned in the first place. I can spawn bots when using 'tf_bot_add'

So does anyone know what might be happening or why, or more importantly how to fix it?

Found the problem - smac_cvars.smx was locking sv_cheats to "0", which prevented any bots from being spawned by blocking the 'bot' command.
