How much are you looking to spend and what exactly do you want to run? You keep putting up specs but not much else. 1 cs 1.6 server, 2, 3?

As Dr Knuckles said you need to set yourself a max budget you could be spending ages looking for the right dedi server. Or alternatively look for a good GSP if your unsure. Not try to discourage you from getting a dedicated as its a great idea you just need to plan for it. Bearing in mind also if you plan to run Windows on the machine you may have to fork out around 20 euros extra a month dependant on the provider.
