Is it possible to add cvar which makes this plugin work only for x seconds on every round start?

well its pretty simple make a convar ,make a timer when the server changed the map that will set some global boolean off and add that check in the OnGameFrame

Stop these OnGameFrame & OnPlayerRunCmd proposals if you don't know how use those more usefully... And this was mine suggestion/opinion.

Altex version of NoBlock can do this no-block many seconds after respawn.
